Industrial facilities do not operate permanently at ideal steady state. Startup, shutdown, malfunction, maintenance and process upset can create operating conditions different from those during normal production and should therefore be considered when environmental evidence is assessed.
A system can appear environmentally favourable or unfavourable simply because the analysis has been stopped at a convenient point. Credible comparison begins by defining where the system starts, where it ends and what alternative it replaces.
Some environmental decisions create consequences long after the people making them have left office, industry or public life. Intergenerational responsibility means taking those long-lived consequences seriously without turning future generations into a rhetorical device.
Environmental questions become unreliable when preferred answers are selected before the evidence is understood. GCCEI begins with the question, the evidence, the system and its consequences before moving towards conclusions, education, guidance or action.
Climate change, air pollution, waste, water stress and resource loss are global environmental challenges. Their consequences are experienced locally, through different climates, infrastructures, communities, ecosystems and economies.
